Franklin, who took home four gold medals at the 2012 London Olympics, explained that Bieber recorded the video with his little brother while on vacation.
"I was flipping out when I saw it!" she shared to Us Weekly. "His little brother was in it too and he's the cutest little thing ever. It was insane. I was so excited.
"He said he was on vacation so for him to take time out of his vacation to do that for me is so sweet and so special. I'm going to his concert soon. I can't wait!"
Franklin received her first congratulatory message from the 'Boyfriend' singer a day after she earned her first Olympic gold for the women's 100m backstroke on July 30.
Despite attracting celebrity fans and fame due to her recent achievements, the Colorado native insisted that she is still the same person as she was "with the same family and friends" before making her debut at the Olympics.
