When asked why he chose to cut those famous locks Justin reportedly said, "I just wanted a chance, I didn't want to cut it all off, but I had had it for 3 1/2 years, I had just gotten sick of it, it was in my eyes, I didn't want it in my face, I just wanted to change it up."
Speculation
As an artist, Justin Bieber doesn't want to be pigeon-holed into the teeny bop market. As a business, Justin understands that he must break away from the young tweeners (10-14) scene and expand his fanbase to include young adults.
There is some speculation that one of the reason's Justin Bieber cut his hair is to help transition himself from the pre-teen or teeny bopper image to a more sophisticated young adult look.

I think we can safely speculate that following Justin Bieber's new change in hair do' and style, we will begin to see changes in his music as well.
The Biebster's songwriter, Sean Garret, recently told Billboard that he will try to follow in JT's footsteps as he tries to appeal to an older fanbase. "What we're trying to do with Justin is segue him into young adulthood."
